If you feel that a state agency or covered entity has violated your privacy you need to file a complaint with the Office of Civil Rights. The link is here. This agency oversees hospitals and an agency such as the Idaho Department of Health and Welfare in regards to health related matters.
Also, if you really want to dig into the guts of your privacy you might find some more good stuff here.
If an agency discloses personal privacy protected information that is not health related, that is covered under Idaho State Law. They can't do that, but they do,because employees don't understand the procedure of release for certain requests.
