You are taking a stroll along the Coeur d'Alene beach in Idaho with your little dog, soaking up the sun and breathing in the fresh air. A black van travels up behind you and abruptly stops, three security guards jump out and quickly walk you into the van. Your little dog is confused and stunned but finds her way back home to your spouse.

The security guards disarm you as you fight back and inject you with an unknown substance against your will. In a haze they escort you through an underground tunnel where they take you to a secluded room and restrain you to a gurney. They collect tissue samples, take pictures, and inject you with more unknown substances. Your spouse is calling the police department now, you are missing.

Later, you find yourself walking dazed in the Albertson's parking lot. You have no memory, just hazy impressions of folks in little white coats and gloved rubber hands. The police are able to identify you according to the the missing person's report that was filed and take you home to your spouse. You are labled confused, disoriented, and schizophrenic in their public report.

What just happened? For research purposes, Idaho Health and Welfare Investigators legally took you into their custody to collect data and then returned you to the community in an altered state of mind as part of a study funded by the federal government. You are now a subject. The study is designed to understand the effectiveness of  behavior modification and the after effects of legal intervention for subjects who locally are declared mentally ill, or for those who may be down the road sometime in the future. It's the only way they can collect the data to get more money. Now, for research purposes the State of Idaho has made all of your personal information public. Your privacy is further invaded for research purposes by calling up contacts to study your habits. Your medical records are made public. They tap your phone.They release your social Security number and those of your children. Workers claim it is a policy and they can do that. They call your employer and have chats with them while they attach specific garnishments to your check so they can keep track of you and your financial status. All of this is done and NOBODY does anything to stop it.

You think this is just a bad nightmare or a sci fi scene? Folks, this is very close to the truth. You can be a subject of any research study unknown to you. There are waivers that the principal investigator can ask for if you refuse to cooperate. They are also subject to immunity if their research study goes bad - for instance the study of your behavior if you never find your little lost dog. The federal government is supplying Idaho with this money for any research study they apply for. There are specific guidelines in the Investigator Handbook that allows this invasion of your privacy. The above scenario could likely be filed under their basic definition of Intervention. I strongly recommend you read the above publication. It is beyond reason and belongs in a sequel to the Twilight Zone, but it is not fiction.

Are you part of a research study and don't know it?  If you take any anti-depressant or psych drug, consider yourself  'fair game.' Did you know that the IRB governs research here locally? That is the acronym for Institutional Review Board. At this link you will see some of the local players. It clearly states: "Dr. McLandress is a founding member and chairman of the Kootenai Medical Center Institutional Review Board overseeing clinical research and serves as Chairman for the Kootenai Medical Center Clinical Ethics." IRB's are all over the place. There are several doctors on the IRB of Moscow U of I and their handbook is shabby. but I doubt if KMC even has one. Here is an application for the use of Human Subjects. No consent needed if your study qualifies under certain criteria, for instance a "deception study with a debriefing at the end", that is if there is an end.

G. Privacy and Confidentiality

The Review Board will carefully consider possible risks to subject privacy and confidentiality in all phases of the proposed research: sampling, recruitment, consent procedures, proposed methods and setting for data collection, etc. The Review Board may require alterations in the proposed study to minimize privacy and confidentiality risks. Research which may pose special concerns may include surveys or interviews in which sensitive information regarding the subject's personal experiences or behavior is collected, genetics research, and/or research which collect personal information or physical specimens for possible future use in unspecified research may be retained.

 If you think for a moment that you may be part of a research study, give it up - you are just paranoid and delusional. Right? Cancer is another popular study group. Also, if 'they' botch a study it's no sweat off their backs (like if someone you know dies getting a placebo instead of the real stuff).

C. Liability

Investigator's who are State employees acting under the advisement of the DOH Institutional Review Board and approved protocols, will have protection from liability under the Idaho Tort Claims Act.

How about the Privacy Act of 1974? Does that mean anything any more? 

NOTE: I have told you that a botch job of my medical records have been disclosed falsely, but publically with Kootenai Medical Center all over it, via a doctor who did not testify in a private Memorandum Decision out of Bonner County by Magistrate Barbara Buchanan. The KMC ethics committee has been contacted. They are not concerned. Are you? Your local H&W also releases privacy protected information as well. Also - know that you have no privacy here. None.

You don't have any privacy in Bonner County either.  In Sandpoint, Idaho - Bonner General Hospital , however, they provide you with an online brochure about research or "experiments" that you may be in.  Any concerns - contact the Office for Human Research Protection.  For instance here is a study where a nursing home in Kellogg, Idaho particpated with psych drugs on the elderly.
